Why is Beverley Road always a mess?

I've been living in Hull for three months now and I genuinely don't understand how Beverley Road functions. It's one of the main routes through the city and it's permanently gridlocked, full of potholes, and the roadworks seem to have been going on since the dawn of time.
I cycle down it to work and it's genuinely terrifying. Cars parked in the bike lane, buses pulling out without looking, and the road surface is so bad I nearly came off my bike twice last week. The stretch between the university and the hospital is particularly awful.
Is it always like this or am I just unlucky with timing? And is there any chance it'll actually get sorted or is this just what Beverley Road i
s?
 
Welcome to Beverley Road. It's been like that since I was a kid and probably since my grandparents were kids too. The roadworks are eternal, nobody knows what they're actually doing, and every time they fix one pothole two more appear. It's basically a Hull tradition at this point. Best advice is avoid it during rush hour entirely. Take Spring Bank instead, it's slightly less chaotic. Slightly.
 
Mate Beverley Road has been a building site since before I was born. I'm convinced the roadworks are some kind of art installation at this point because they never actually finish anything. Just cones and barriers and one lane of traffic moving at walking pace. Forever. The best bit is when they dig up a section, leave it for three months, fill it in, and then dig it up again six months later. Hull City Council at their finest.
 
It was better when it was a proper shopping street. In the 70s and 80s Beverley Road had everything you needed. Butchers, bakers, greengrocers, hardware shops. You didn't need to go into town because it was all there. Now it's mostly takeaways and charity shops and the road itself has been left to rot. Such a shame because it's one of the main arteries of the city and it deserves better.
